The implementation of the Community Development Programme involves the combined efforts of the Government and the people for the improvement of the rural community.
The Resubelpara Development Block, which was erstwhile the first Community Development Block in the district, was inaugurated on 1st October 1953. The Block has then been upgraded to a Civil Sub-division and now a newly formed district.
The important schemes taken up by the Community Development Blocks are Agriculture, Communication, Animal Husbandry and Veterinary, Health and Sanitation, Education and Social Welfare, Industries and Cooperation. In addition to these, the C. D. Blocks also administer all normal rural works programmes and such other special rural development programmes as the Integrated Rural Development (I.R.D.) Programmes and the National Rural Employment (NRE) Programme and Rural Godowns, and Programmes respecting Public Cooperation and Nutrition.
The Block Development Officer functions as the Secretary of the Block Development Committee; he/she exercises control and supervision over the work of the Extension Officers and the village workers. The BDO plays the role of an organizer and coordinator of the various programmes and also performs other administrative functions assigned to him/her by the Government. In the execution of his/her duties, the BDO is assisted by Extension Officers in charge of Agriculture, Veterinary and Animal Husbandry & Veterinary as well as by the Social Education Organizer, Gram Sevaks and Gram Sevikas. For the successful implementation of the various programmes the Block Development Officer has to earn the confidence of the village people through their leaders, while making his/her services to the villagers at all times.
